
Army Emergency Relief is a non-profit organization which provides emergency loans to soldiers in crisis. Financial assistance is generally for emergency food or travel but may be available for essential POV repairs, insurance, rent, or utility bills. In addition, AER has information available on educational financial assistance. Although AER is a private organization, its mission is solely to help Army personnel and their family members. Army Emergency Relief is the U.S. Army's emergency financial assistance organization and a key element in "helping the Army take care of its own".

Educational Assistance:
The MG James Ursano Scholarship Fund, administered by AER, helps Army families with the costs of post secondary undergraduate level education, vocational training, and preparation for acceptance by service academies for their children.
The Spouse Education Assistance Program helps Army families with the costs of post secondary undergraduate level education and vocational training to prepare spouses for the job market. (Only for spouses of active duty soldiers assigned to Europe, Korea, Japan, and Okinawa.)
AER provides commanders with a valuable asset in accomplishing basic command responsibility for the morale and welfare of Army personnel including: active duty, reserve component on continuous active duty for a period in excess of 30 days, retirees, or family members when there is a valid need. DA Form 1103 is the application form for Army Emergency Relief Financial Assistance.
