Army Emergency Relief (AER) is a non-profit organization which provides emergency loans to soldiers in crisis. Financial assistance is generally for emergency food or travel but may be available for essential POV repairs, insurance, rent, or utility bills. In addition, AER has information available on educational financial assistance. Although AER is a private organization, its mission is solely to help Army personnel and their family members. Army Emergency Relief is the U.S. Army's emergency financial assistance organization and a key element in "helping the Army take care of its own".
AER provides commanders with a valuable asset in accomplishing basic command responsibility for the morale and welfare of Army personnel including: active duty, reserve component on continuous active duty for a period in excess of 30 days, retirees, or family members when there is a valid need. AER Form 700 is the application form for Army Emergency Relief Financial Assistance.
Who is eligible?
- Active Duty Soldiers and their Family members
- Army National Guard and Army Reserve Soldiers on continuous active duty for more than 30 days and their family member (Title 10, USC)
- Soldiers retired from active duty for logevity of physical disability and their family members
- Army National Guard and Army Reserve Soldiers who retire at age 60 and their family members
- Surviving spouses and orphans of Soldiers who die while on active duty or after they retire.
What should I bring with me?
- Military ID
- AER Application for Assistance
- AER Form 700 or AER Form 600 Command Referral - AD Soldiers only (Title 10, USC)
- End of Month Leave and Earnings Statement (LES)
- Leave/PCS Orders (if in transition)
- Power of Attorney (spouses)
- All supporting documents related to the requested assistance.

Educational Assistance:
The MG James Ursano Scholarship Fund, administered by AER, helps Army families with the costs of post secondary undergraduate level education, vocational training, and preparation for acceptance by service academies for their children. Children of Soldiers on active duty, children of retired Soldiers, or chidlren of Soldiers who died while on active duty or in a retired status are eligible.
The Spouse Education Assistance Program is a need-based education program designed to provide spouses of active duty or retired Soldiers with financial assistance to pursue a 4-year college degree. Applicants must apply each ear and scholarship awards may not exceed four academic years.
